Design, Supply & Commissioning of Bulk Water Meter Test Setup at Ghatkopar Meter Workshop

Client: Brihanmumbai Municipal Corporation (BMC)
Project Location: Ghatkopar Meter Workshop, Mumbai
Project Type: Design, Manufacture, Supply, Installation, Testing & Commissioning

Project Overview

Vijay Engineering and Machinery Private Limited (VEMPL) successfully executed the design, manufacture, supply, installation, testing, and commissioning of a modern bulk water meter test setup at the Ghatkopar Meter Workshop for the Brihanmumbai Municipal Corporation (BMC).

The project was undertaken to address operational limitations in the existing testing facility and to establish a sustainable, efficient, and accurate bulk water meter testing system capable of meeting current and future testing demands across Mumbai.

Project Challenges

The existing bulk water meter testing setup at the Ghatkopar Meter Workshop faced several operational and technical challenges:

  • Excessive water wastage due to the absence of a water recycling system
  • Limited testing capacity, allowing only one meter to be tested at a time
  • Lack of a proper calibration and accuracy verification system, raising concerns regarding measurement reliability
  • Inadequate flow control for testing different types and sizes of bulk water meters

These limitations affected testing efficiency, resource utilization, and data accuracy.

VEMPL Scope of Work

VEMPL delivered a comprehensive and integrated solution covering:

  • Engineering and system design of a bulk water meter testing facility
  • Manufacturing and supply of mechanical and electrical components
  • Installation of piping, instrumentation, and automation systems
  • Testing, calibration, and commissioning of the complete setup
  • Integration of control and monitoring through a centralized HMI system

Technical Solution & Engineering Highlights

VEMPL’s engineered solution addressed all challenges through a combination of sustainable design, automation, and precision instrumentation:

  • Sustainable Water Recycling System
A dedicated recycling line with a 12,000-litre storage tank, constructed using GRP (Glass Reinforced Plastic) panels, was incorporated to significantly reduce water wastage during testing operations.
  • Enhanced Testing Capacity
The upgraded system enables simultaneous testing of three bulk water meters, resulting in a substantial increase in testing throughput.
  • Precision Flow Control
High-quality stainless steel (SS) delivery and suction pipelines with test certificates were installed. A Variable Frequency Drive (VFD) enables precise flow regulation for testing different meter sizes and types.
  • Advanced Instrumentation & Automation
The setup includes a high-precision frequency counter and digital multi-meter for accurate data acquisition. All operations are monitored and controlled via Delta’s Human Machine Interface (HMI), ensuring consistent and reliable test results.

Project Outcomes & Benefits

The successful implementation of this project delivered measurable benefits to BMC:

  • Reduced Water Consumption
The recycling system significantly minimized water wastage, supporting sustainable water management practices.
  • Improved Testing Efficiency
Simultaneous testing of multiple meters increased operational efficiency and reduced testing turnaround time.
  • Guaranteed Measurement Accuracy
Proper calibration, certified piping, and advanced instrumentation ensured high accuracy and repeatability in bulk water meter testing.
  • Operational Reliability
Automated control and monitoring improved system stability and reduced manual intervention.

A Testament to Collaboration

The successful completion of this project reflects the effective collaboration between BMC and VEMPL, combining technical expertise, adherence to specifications, and disciplined project execution.

This project stands as a benchmark example of how design optimization, automation, and sustainability-focused engineering can enhance operational efficiency in municipal water management infrastructure.

Conclusion

The upgraded bulk water meter test setup at the Ghatkopar Meter Workshop will play a critical role in ensuring the accuracy, reliability, and consistency of water meters deployed across Mumbai. Through this project, VEMPL has reinforced its capability as a trusted partner for specialized testing systems, automation solutions, and electromechanical infrastructure projects for large municipal bodies.
